What happens if you run out mid-event

Nothing already sent is affected. The send stops before it starts.

Nyvarra checks your balance before a send begins, so you never end up with half an event certified.

Certificates you've already sent stay valid and checkable.
The send tells you exactly how many certificates you're short.
Your recipients stay saved in the program. Add credits and carry on where you left off.

Your program page also warns you ahead of time when a program has more recipients than your remaining balance, and suggests the smallest pack that covers the difference.
